Minor Works Projects
- COMW
The mandates of the Committee on Minor Works (“COMW”), established by AAPC in November 1997 and revised in July 2000, include vetting and prioritizing all minor works proposals for funding allocation purposes, and sub-allocating the minor works budget given by RAC. - Definition of Minor Works (MW)
Alterations, additions and improvements of established physical facilities in the University, with a project cost of less than $3.5 million each, are considered to be minor works. These projects include building works related to landscaping and improvement items of a less recurrent nature. Recurrent improvement projects, including repainting and renovation of premises, are usually chargeable to the building repairs and maintenance budget of EMO. COMW will not entertain requests pertaining to facilities which have just been completed since these should have been included in the development plans.As a general rule, minor works budget does not provide for loose furniture and equipment items; on an exceptional and limited basis, certain fixture items forming part of a project may be submitted for funding consideration.
The minor works budget allocated by RAC will cover projects of block grant programs and activities. Minor works projects of self-financed programs (e.g. School of Continuing and Professional Studies and Asia-Pacific Institute of Business) and subsidiary activities (e.g. Student hostels and University Guest Houses) will be supported by their respective income accounts.
Minor works projects should normally be implemented and completed within the period stated in the allocation memorandum. Therefore, carrying forward of the allocated budget beyond the said period is exceptional and subject to COMW approval. Also, if there is excess minor works budget after a project is completed, the excess budget will be returned to COMW for re-allocation to other priority requests.
- MW Request Submission
EMO will be the liaising office of all minor works requests. Faculties/Departments/Operating Units should submit the Minor Works Funding Request Form to EMO, providing details of the project, cost estimates, and target completion date, together with existing floor plan and/or floor plan with the proposed work. Please also provide justification(s) to help COMW rank your request against other requests competing for funding. EMO should be consulted on cost estimation and other technical requirements. For minor works having impact on the University’s overall development, or where the expertise of CDO is required, CDO should be consulted. - MW Planning Cycle
MW funding exercise will normally be arranged on an annual basis. MW requests must be submitted to COMW via EMO or CDO on the date specified by Committee. This allows COMW sufficient time to review and consider all applications. If a sizable portion of the MW budget remains undistributed after the first round, a second round funding exercise may be carried out around mid financial year. MW requests received by COMW at other times of the financial year will only be considered if they are in urgent need but subject to budget availability. Confirmations will be sent to the requesting Faculties/Departments/Operating Units after the decision of COMW is made.
